Our client is a world-leading aerospace and defence technology innovator, delivering advanced systems and services across air, land, sea, space, and cyber domains. Their capabilities include secure communication systems, ISR (Intelligence, Surveillance, and Reconnaissance), avionics, maritime systems, and space technologies, serving government and commercial clients globally.
In this project, our client was engaged to support a nationwide integrated command and control system, and battle management programme —encompassing command, control, communications, computers, intelligence, surveillance, target acquisition, and reconnaissance capabilities. This required building and deploying a skilled technical team to operate across a vast, decentralised network of infrastructure sites.
Aspire Technology was retained to manage the end-to-end delivery, deployment, compliance and management.
This project presented several interconnected challenges. Our client needed to rapidly establish a team of 12 specialised professionals, including IT management, network, server, helpdesk, and maintenance experts.
The project’s complexity was amplified by the geography: the C4ISTAR infrastructure spanned 26 remote locations, each with its own connectivity method—ranging from fibre to satellite communications. Many roles required field service work and up to 60% travel outside of major city centres, often involving difficult and unpredictable travel conditions.
We had to operate within local labour laws, meet elevated security requirements, and manage logistics, onboarding, travel, and expenses for contractors—all while maintaining delivery speed and compliance. The programme was high-stakes, sensitive, and required rapid mobilisation.
Our solution began with supporting the client through the pre-sales/bidding process – mapping talent, giving the client the confidence the skills could be acquired in country. Working closely with the client’s sales, engineering and compliance teams and compliance teams. Demonstrating resource readiness and local expertise, including the understanding of local employment laws, compliance management and taxes, providing the customer with the confidence to bid on the program, with the knowledge it could be executed professionally and compliantly. (the first time client had bid for such work).
We began by mapping the local talent market to validate the availability of qualified professionals across required disciplines. All candidates were pre-screened, vetted, including police certificates, and had agreed on salary and contract terms before interviews—drastically reducing time-to-hire. We also maintained backup candidates for each position to mitigate delays or fallbacks.
Given the nature of the programme, we built upgraded and modified our internal platforms—including our contractor portal and recruitment infrastructure—to meet the client’s data protection and operational security requirements.
Crucially, we also managed all contractor logistics, including travel planning to 26 dispersed locations, accommodation, driver coordination, and security measures—all within the client’s specified budget. Our team operated as both a recruitment partner and on-the-ground operational coordinator, ensuring talent could deploy safely, efficiently, and compliantly.
We successfully recruited and deployed a 12-person technical team in record time. Each contractor was local, fully compliant with local labour laws, and equipped to support the client’s nationwide C4ISTAR network.
The team now operates across all twenty-six locations, integrated within the client’s broader enterprise infrastructure, which supports services such as email, video conferencing, network storage, and secure communications.
